A property manager plumbing plan is one page that tells anyone on site where the shutoffs are, how to rate the problem, who to call and what to tell tenants. Write it before you need it, because the first 30 minutes of a burst pipe or sewer backup decide how many units get wet.

What goes into a property manager plumbing plan?

A good plan fits on one page and lives where the on-site staff can reach it. Include these items for each property:

  • Location of the main water, building and riser shut-offs, with photos
  • Location of the gas meter and gas shut-offs
  • Location of the sewer cleanouts
  • Any pumps, such as lift stations or booster pumps, and their alarms
  • Which units sit under which units
  • Primary and backup plumbing vendors, with hours
  • The gas utility's emergency number and 911
  • Your insurer's claim line and the owner's contact
  • Tenant notice templates
  • A named decision-maker for each shift

Store it in three places: printed in the leasing office, on each staff phone and with your owner or regional manager. Ready.gov's business pages make the same basic point about planning: decide who communicates, and train people on the plan before a disruption.

Single-family and small rentals

Scattered homes need a different version. Nobody is on site, so the tenant is your first responder. Give each household a move-in card with a photo of the main shut-off valve, the toilet and sink stops, the gas rule, and the number to call. Keep a matching page in your file with the meter location, the cleanout location and any lockbox code.

Which calls count as emergencies?

Rate every call by what it can damage in the next hour. Use a simple three-level scale:

Level Examples Target action
Red Gas odor, sewage in a unit, burst pipe, water near electrical Act now, stop the source, call the right party
Amber No hot water, one toilet out with no other in the unit, slow leak into a cabinet Same or next business day, keep the tenant informed
Green Dripping faucet, running toilet, slow sink Schedule normally

Gas is different from every other call. Tell staff and tenants to leave the area and call 911 or the gas utility from outside. Do not send maintenance to look for it.

No hot water sits higher than it looks. Texas Property Code Section 92.052 names a water heater that can reach at least 120 degrees among the conditions a landlord has to repair.

What do Texas landlord rules mean for your timing?

They mean you need a log and a clock. This is general information and not legal advice, so have your attorney review your procedures.

  • Duty to repair: Section 92.052 requires a diligent effort to repair a condition that materially affects an ordinary tenant's health or safety, once proper notice is given and the tenant is current on rent.
  • Timing: Section 92.056 presumes seven days is a reasonable time, though that can be rebutted. Courts look at severity and at whether materials, labor and utilities were available.
  • Water shutoffs: Section 92.008 bars interrupting utilities except for bona fide repairs, construction or an emergency.
  • Consequences: Tenant remedies can include ending the lease and repairing and deducting. Improper utility interruptions carry their own remedies.

Seven days is the legal presumption, and a sewage backup obviously calls for far faster action. Log the time of notice and every step you take after it.

When can a tenant fix it and deduct the cost?

Sooner than many managers assume, and sewage is the fastest case. Section 92.0561 sets these clocks once the tenant has given the required notice:

Condition When the tenant may act
Raw sewage backing up inside the unit Right after the notice of intent to repair
Flooding from broken pipes inside the unit Right after the notice of intent to repair
Potable water service totally stopped If not fixed within three days of notice
Other condition an official has flagged in writing If not fixed within seven days of notice

The deduction is capped at the greater of one month's rent or $500, and the section sets further conditions on who does the work and what paperwork follows. Section 92.0562 lets a landlord delay this remedy with a sworn affidavit, for up to 15 days on a parts delay or 30 days after a natural disaster causes a labor or materials shortage.

Train office staff on what counts as notice. Under Section 92.056, notice can go to the place rent is normally paid, and receipt by an agent or employee counts. A note left with a part-time leasing agent can start your clock, so every request goes in the log the day it arrives.

Who does what in the first 30 minutes?

Assign these steps to roles, not to people who might be off shift:

  1. First responder: Confirm the location and whether people are safe.
  2. First responder: Stop the water at the nearest valve, and go wider if that fails.
  3. First responder: Cut power to wet areas if it can be done safely.
  4. Decision-maker: Call the vendor, and start the log with the time.
  5. Decision-maker: Identify the units below and beside the leak, and knock on those doors.
  6. Communicator: Post a notice and text affected tenants.
  7. Communicator: Photograph everything before cleanup, then notify the owner and the insurer.

Tenant notice templates

Write these now, so nobody drafts one at the worst moment. Two short versions cover most events:

  • Emergency: "Water is off in Building [X] because of a [leak/backup]. We are working on it now. Next update by [time]. Please do not use [sinks/toilets] until we post again."
  • Planned shutoff: "Water will be off at [address/building] on [date] from [start] to [end] for plumbing repairs. Please fill any containers you need ahead of time."

Update the first one on schedule, even if the update is only that the work continues.

What do you do when your plumber's phones are closed?

Plan for it, because every vendor has limits. PipeElectric's hours are Sunday through Thursday 7 AM to 8 PM and Friday 7 AM to 6 PM, closed Saturday. Your plan should say exactly what staff do outside the hours of each vendor:

  • Stop the water at the valve, and keep it off
  • Protect property with buckets, tarps and wet vacs
  • Call 911 for gas, fire or electrical danger
  • Call the utility's emergency line for a main or meter problem
  • Call the backup vendor listed on the plan

List a second vendor with different hours, and confirm both before hurricane season. Before you add any plumber to the plan, get the items that make a late call work: the license number to check with the state board, the number that actually gets answered, and a written spending limit staff can approve without calling the owner. See how to choose a plumber for the steps on the state board's search.

Wide outages strain everyone. Beryl knocked out roughly 2.2 million CenterPoint accounts in 2024, and Ready.gov advises running any generator outdoors, at least 20 feet from doors and windows. Pumps and alarms on a property stop when the power stops, so note which ones need a backup plan.

What records should you keep?

Keep enough that a stranger could rebuild the event a year later. Each incident file should contain:

  • Date and time of the first notice, and from whom
  • Each action taken, with times
  • Photos before and after
  • Vendor invoices and notes on the cause
  • Tenant notices sent
  • Insurance claim number

A short written notice cuts calls and shows the interruption was for repairs.

Review the log every quarter. Repeat calls at the same stack or unit are your early warning for a larger repair, and they make a stronger case to the owner for capital work.

What does our team advise before the next emergency?

Our team's advice is to walk each property with the plan in hand. Close every main valve you can, on a scheduled day with notice given. Valves that stick or leak are far easier to replace during a planned job. Tag each one, and match the tag to your drawing.

Then run a five-minute drill with new staff: "Water is coming through the ceiling in unit 204. Go." The gaps show up at once. Older communities need this most, since their records are often thin. Jacinto City, for example, began as a 1941 subdivision, so a building there may have decades of undocumented changes.

How do you finish the plan?

Fill in the one-page list this week, property by property, and put a date on your first drill. Managers in Jacinto City, Galena Park and across Houston can review our commercial plumbing page and call during hours to ask how we could fit into the plan. You will get a clear, upfront quote for planned work.

Common questions

Can maintenance staff do plumbing repairs on a rental property?

It depends on the work and on the law, so get advice before you assume. The Texas license exemption in Section 1301.051 is for an owner working on their own homestead, and a rental is not that. Other narrow exceptions exist. Ask the Texas State Board of Plumbing Examiners or your lawyer which tasks your staff may do.

How much notice do I owe tenants before a water shutoff?

Section 92.008 allows interruptions for bona fide repairs, construction or an emergency, and it does not set a single notice period for those. Check your lease and any local rule. As a practical matter, give written notice as early as you can for planned work, and post an update during an emergency so tenants know the expected timing.

Can a tenant call a plumber and deduct the bill in Texas?

Sometimes, and sewage inside the unit is the fastest route. Property Code Section 92.0561 lets a tenant repair right after a notice of intent when raw sewage backs up or broken pipes flood the dwelling, if the other conditions are met. The deduction is capped at the greater of one month's rent or $500. Have your attorney review how your lease treats this.

Should maintenance staff be allowed to shut off a building's main?

Yes, if they have walked the valves with you and know what the shutoff affects. A closed riser or building valve can stop a flood in minutes, and waiting on a vendor costs units. Label each valve with the units it serves. Fire sprinkler lines are separate, so train staff never to touch those valves and to call the fire protection contractor instead.
