Emergency sewer backup in Houston usually shows up at the lowest drain in the house: a shower, a tub, a floor drain or a first-floor toilet. Stop using all water, keep people and pets away, and check the sewer cleanout at the street to learn which side of the line is blocked. We answer during posted hours.
Where does an emergency sewer backup show up in a Houston slab home?
It shows up at the lowest open drain, and on a slab that means the ground floor. Few homes here have basements, so sewage does not collect out of sight. It comes into the living space. Watch these spots:
- A first-floor toilet backing up, or bubbling when another fixture runs
- A tub or shower filling with dirty water
- A floor drain backing up in a laundry or utility room
- A washer standpipe overflowing during the drain cycle
- Sewage smell with gurgling at several fixtures
One slow sink is usually a local clog. Several fixtures at once, or water rising in a tub when you flush, points to the main line. In a two-story home, an upstairs flush can come up downstairs.

What should you do first when sewage comes up?
Stop adding water, because anything that goes down a drain comes back up at the lowest point. Then work through this list:
- Stop all water use, including the washer, dishwasher and ice maker line.
- Tell everyone in the house not to flush.
- Keep children and pets out of the area.
- Do not walk through standing sewage near outlets or cords. Switch that circuit off at the panel only from dry ground.
- Turn off the air conditioner if vents or returns sit in the wet area.
- Photograph and video everything before cleanup.
- Check the street cleanout.
If a strong gas smell comes with the backup, leave, then call 911 and CenterPoint Energy at 888-876-5786.

Is the blockage in your line or the City's?
The street cleanout answers this. Houston Public Works says cleanouts mark the limits of the City's public collection system. Private pipes closer to the home are the owner's responsibility. Public pipes and those in the right-of-way belong to the City.
Find the round cap near the curb or property line and open it slowly, wearing gloves, because pressure can push water out. Then read it:
| What you see | What it means | Who to call |
|---|---|---|
| Sewer water standing at the cleanout | Likely a blockage on the public side | Houston 311: dial 311, or 713-837-0311 if outside the city |
| Cleanout dry | Blockage on your private line | A plumber |
| No cleanout you can find | Unknown | A plumber, or 311 if neighbors have the same trouble |

In West University Place, Jacinto City, South Houston and other cities, or in a utility district, call the number on your water bill. Note your 311 ticket number. A February 2026 local news report described tickets closed because a neighbor had filed the same complaint, so follow up if nothing happens.
Main line clog emergency: what usually causes it?
A main line clog usually comes down to grease, wipes, roots, or a pipe that has moved. By the Houston Public Works count, 70% of sewer overflows here start with clogs of fats, oils and grease sent down drains, and it names flushed wipes as a problem too.
Older homes add other causes. Tree roots find joints in clay and cast iron lines. Soil movement in expansive clay can sag or crack a line under the slab. Heavy rain can push water into the sewer system, so a backup during a storm may have nothing to do with your own pipes, which makes the street cleanout check worth doing.

When our phones are closed
Closed all day Saturday. Open Friday 7 AM-6 PM and Sun-Thu 7 AM-8 PM. Phones stay closed outside those times, so here is the plan until we can talk:
- Do not use the plumbing. Use a neighbor's bathroom or stay elsewhere if the backup is on the only toilet.
- If the street cleanout is holding sewage, call 311 in Houston. The City says its 311 center is staffed around the clock.
- If sewage has reached flooring or drywall, call your insurer's claims line, then a water-damage restoration company with sewage experience.
- Call us when phones reopen. From Friday evening, that means Sunday at 7 AM.
No home remedy replaces clearing the line. Skip chemical drain openers: they rarely reach a main line clog, and they leave a caustic mix in the water you later stand in.

What happens when the plumber gets to your house?
A backup visit moves from opening the line to learning why it blocked:
- We confirm what backed up and check the street cleanout.
- We find the best access point at a cleanout, not through a fixture, where we can.
- You approve a clear, upfront quote for clearing the line.
- We open the line using a cable or hydro jetting.
- We confirm flow by running water at the lowest fixtures.
- We recommend a sewer camera inspection so you can see the cause.
Included in a backup visit:
- Street and house cleanout check
- Main sewer line cleaning to restore flow
- Flow test at the lowest fixtures
- A plain account of the likely cause
The job is to get the line flowing and learn why it stopped. That usually starts at an outside cleanout, because running a cable through a toilet or tub drain puts more mess in the house. With no working cleanout, the plumber may pull a toilet to reach the line, which is one reason access changes the quote. Flow is then proved at the lowest fixtures, with several running at once. Expect a straight account of what came back on the cable: grease, wipes, roots or pipe scale each point to a different next step. Cleanup is not part of clearing the line, and neither is sanitizing floors or walls, which restoration companies handle. A clog cleared without learning the cause can return, so ask about the camera even when the water drops fast.
If the camera shows a break, a sag or a collapse, sewer line repair is a separate quote.
Sewer backup cleanup and what affects the cost
Sewer backup cleanup is a separate job from clearing the line, and it usually belongs to a restoration company. The EPA says damage from contaminated water calls for a professional with that experience, and it wants wet materials dried within 24-48 hours to head off mold. Porous items that soaked up sewage, such as carpet padding and the bottom of drywall, usually come out. The EPA also says not to run an affected HVAC system to help with drying.
Ask a restoration company whether it answers outside business hours. Your insurer can suggest one, and the Texas Department of Insurance explains how backup coverage works.
The plumbing side of the bill depends on these factors:
- Access: a working cleanout, or a line reached another way
- Cause: grease, wipes, roots, or a broken pipe
- Length: how far the blockage sits from the cleanout
- Method: cable clearing or hydro jetting
- Follow-up: camera inspection and any repair
Roots or broken pipe can turn a clearing job into a repair, and a line flooded to the fixtures is harder to work than a dry one. The quote comes after we have looked at the cleanout and the line.
Do Houston rules treat clearing and replacing differently?
Yes. Houston's amended plumbing code, at Section 104.2, frees clearing a stoppage from a permit, but a defective drain that must be replaced counts as new work. The Permitting Center says a sewer connection permit must come from a master plumber registered with the City, so ask what applies before anyone digs. Suburbs and districts run their own offices. Mold remediation carries its own Texas license from the state's Department of Licensing and Regulation, which keeps a public search.
Private sewer lines count as plumbing work. The state agency that licenses it is the Texas State Board of Plumbing Examiners. Public sewers are the responsibility of Houston Public Works inside the city.

Emergency Sewer Backup questions
How do I know if the backup is my line or the City's?
Look at the cleanout near the street. Houston Public Works says that if sewer water is standing by the pipe, you call 311. If the cleanout is dry, the blockage is on your private line and you need a plumber. Outside Houston, your city or district sets its own boundary.
Is it safe to stay in the house during a sewer backup?
Stay out of the affected rooms and keep children and pets away. If sewage covers a small area, you can often stay elsewhere in the house without using water. If it is widespread, reaches outlets or has a strong gas smell, leave. Anyone with a weak immune system should go.
Can I clean up sewage with bleach?
Only on small hard surfaces. Bleach will not fix sewage-soaked carpet, drywall or padding. The EPA says damage from contaminated water calls for a professional with that experience. If you do clean a small hard floor, wear gloves and eye protection, and never mix bleach with ammonia or other cleaners.
Does homeowners insurance cover a sewer backup?
Often only with an added endorsement. The Texas Department of Insurance lists backup of sewers or drains among the extra coverages you can add, and standard policies commonly exclude it. Check your declarations page, photograph everything, and call your insurer before permanent repairs. The Department's help line is 800-252-3439.
Why does my shower back up when the washing machine drains?
A washer pushes a lot of water fast, and a partly blocked main sends it to the next-lowest opening, usually a shower or tub. That is an early warning of a main line problem. Stop running the washer, check the street cleanout, and have the line cleared before a full backup.
I rent my home. Who handles a sewer backup?
Tell your landlord or property manager right away, in writing, with photos. In most leases they arrange the plumber and the cleanup, though the terms of your lease decide. Protect your belongings, stop using water, and keep receipts for anything you have to replace or pay for yourself.
